    Adds an explicit local-only administrative password recovery operation. Credential replacement, mandatory first-login rotation, all-session revocation, and a secret-free audit event commit atomically; rollback is tested when the audit cannot commit. Applications retain local operator authorization and exclusive mode-0600 credential delivery.

    Verified on exact Go 1.26.6 through trusted CI run 317, full race tests, licence-boundary checks, and an isolated sanitized snapshot. Earlier previews remain immutable.
